William Jackson, PhD
Chairperson
William Jackson is an active venture capital investor and former President of the Brown University Research Foundation, an organization established to manage Brown's patents and copyrights. While at Brown, Dr. Jackson also founded the Brown Venture Forum, collaborated with the State of Rhode Island to establish two quasi-public venture capital investment funds, founded the Slater Center for Interactive Technology, and co-founded the Slater Center for Biomedical Technology, for which he served as Director and as Chairman of the Board. Prior to his positions at Brown, Dr. Jackson cofounded Repligen (NASDAQ: RGEN) and served as a business development executive in the Medical Products division of Corning Glass Works. He holds an ScB from Brown University and a PhD from the University of Massachusetts Amherst.
Sallie K. Riggs
Vice Chair and Treasurer
Sallie Riggs is Executive Director of the Bourne Financial Development Corporation and Owner of Communications Dynamics. Ms. Riggs’ previously held positions include President & Executive Director of the National Marine Life Center, Senior Associate of the Kaludis Consulting Group, Director of Communications for the Woods Hole Oceanographic Institution, Vice President of Communications and Public Relations at Brandeis University, and Associate Vice President at Brown University. She is currently a director of the Housing Assistance Corporation and of Asclepius Corporation. Ms. Riggs received a BA in Biology/Biochemistry from Brown University.
David Augustinho
David Augustinho is Executive Director of the Cape & Islands Workforce Investment Board. Previously, he held senior-level positions at the Fall River Office of Economic Development, the Bristol County Convention & Visitors Bureau, and the Massachusetts House of Representatives. Mr. Augustinho is an adjunct faculty member at Newbury College and is a Director of the Cape Cod Chamber of Commerce, the Rotary Club of Hyannis, ACCESS program, Independence House, and Steppingstone, Inc. He is certified as a Workforce Development Professional and as a Master Consultant in Business Retention. Mr. Augustinho received a BA from the University of Massachusetts Dartmouth and an MPA from Framingham State College.
Ken Cirillo
Ken Cirillo is Business Development Executive of Jeppesen Marine (formerly C-Map/USA), for which he had previously served as Vice President and General Manager. Prior to that, Mr. Cirillo was a Commissioned Officer in the NOAA Corps, with assignments on several fisheries research vessels in Alaska and on the U.S. East Coast as well as in NOAA’s Hydroacoustics division at the Northwest Fisheries Science Center. He serves on the Board of Directors of the Cape Cod Economic Development Council and of the Foundation for Boating Safety and is a former President/Director of the Cape Technology Council and former Chair of the Cape & Islands Workforce Investment Board. Mr. Cirillo received a BS in Marine Science and a BA in Geology, both from the University of Rhode Island.
Donald Emery
Donald Emery is a co-founder and former General Partner of Clarence Ventures, and an initial investor in and Chief Financial Officer of Infinium Software. Previously, as a co-founder, major shareholder, and Chief Financial Officer of Pier One Imports (NYSE:PIR), he managed the acquisition of more than 30 retail, wholesale, and manufacturing businesses to drive the retailer’s rapid growth into a diversified multinational company. As an investment banker with F. Eberstadt & Co., he established an investment bank in Iran, in partnership with an Iranian bank and U.S. investors, that focused on Middle Eastern business opportunities. He has taught at the University of Tehran, Texas Christian University, and Cape Cod Community College. Mr. Emery has served on numerous corporate and nonprofit boards and is currently a director of mTuitive, Inc. A Peace Corps volunteer and Fulbright Scholar in Iran, Mr. Emery has a BA from Harvard College and an MBA from Harvard Business School.
William McKeon
William McKeon joined the RTDC staff in January 2009 after serving as a technology transfer consultant for the Woods Hole Oceanographic Institution, from which he retired as Director of Shore Operations and Director of Technology Transfer in 2007. He initiated WHOI’s Technology Transfer Office in 1994 and was a member of the Cape Cod Economic Development Council, the Cape Cod Economic Roundtable, and the Falmouth Economic Development Corporation, for which he served as Vice Chair. He assisted Dr. Harlyn Halvorson with creation of the Regional Technology Development Corporation. Mr. McKeon is a past member of the Association of University Technology Managers and of the Licensing Executives Society. Prior to joining WHOI, he held senior-level positions with General Motors, Formica Corp., and the Titleist Golf Division of the Acushnet Company. He received a BS in Engineering from the General Motors Institute of Technology and an MBA from Xavier University.
Richard “Chip” S. Morse, Jr.
Richard “Chip” Morse is a co-founder and currently serves Of Counsel to Morse, Barnes-Brown & Pendleton, a business and technology law firm. Previously, he was a partner in the law firm of Hutchins & Wheeler. Mr. Morse is a Director of the Coalition for Buzzards Bay and is Chairman of the Board of the Quissett Harbor Preservation Trust. He is a Member of the Corporation of the Woods Hole Oceanographic Institution and a member of the Marine Biological Laboratory’s Board of Overseers. He was formerly Chair of the Board of Newell Health Corp. and Newton-Wellesley Hospital, a Director of the West Newton Savings Bank, and a Trustee of Noble & Greenough School. He holds a BA in Economics from Princeton University and a JD from the Boston University School of Law.
Harry Wilcox
Harry Wilcox is a Partner and Chief Financial Officer of Flagship Ventures. Previously, he served as Chief Financial Officer and Vice President of Corporate Development for EXACT Sciences and was interim CEO of Thrasos Therapeutics and of Biostratum. Before that, Mr. Wilcox was Executive Vice President, Chief of Finance and Corporate Development for Pyrosequencing. He held the position of President and Chief Executive Officer of Cambridge NeuroScience until its sale to CeNeS Pharmaceuticals, and before that was Senior Vice President of Business Development and Chief Financial Officer of Cellcor. In addition to his corporate management experience, Mr. Wilcox was Chief Financial Officer of two venture capital firms—Highland Capital Partners, for which he was founding Chief Financial Officer and General Partner, and Charles River Ventures. He is currently a Director of Epitome Biosystems, Accuri Cytometers, Seahorse Bioscience, VisEn Medical, and EXACT Sciences.
